MONDAY, November 17, 2003

8:00 am: Sign In By All Participants

[Note: Attendance is open to any interested individual but registration is REQUIRED. Oral public input will be conducted during the period identified for public statements on Wednesday, November 19, 2003. The limit for verbal statements by any individual or group is 5 minutes.]

8:30 am: Call to Order by the Committee’s Designated Federal Official and Installation of Remaining Committee Members, to include brief self-introductions

9:00 am: Election and Installation of the Chair and Vice-Chair, followed by discussion and adoption of procedural rules for the Committee

[Note: The following presentations are subject to change depending upon speaker schedules and availability.]

9:45 am: Remarks by Tim Keeney, Deputy Assistant Secretary for Oceans and Atmosphere, NOAA, Department of Commerce
(with introduction by Joseph Uravitch, Director of the National MPA Center, NOAA)

10:15 am: BREAK

10:30 am: Review of the Committee’s Charge and Role of the National MPA Center - Joseph Uravitch, National MPA Center Director

11:30 am: Presentation on National Park System MPA Programs – David Smith, Deputy Assistant Secretary for Fish and Wildlife and Parks, Department of the Interior

12:15 pm: WORKING LUNCH - Fish and Wildlife Service’s National Refuge System MPA programs - David Smith, Deputy Assistant Secretary for Fish and Wildlife and Parks, Department of the Interior
[Note: There will be a 15-minute break before the presentation begins. Committee members will be provided with lunch. Audience members can get lunch from inside the hotel.]

1:30 pm: National Marine Fisheries Service’s MPA Programs - Dr. Rebecca Lent, Deputy Assistant Administrator for Regulatory Programs, NOAA Fisheries

2:15 pm: Review of Charter and Discussion of Proposed Modifications from the First Meeting

3:00 pm: BREAK

3:15 pm: Plenary Discussion Concentrating on the Way Forward, Including Discussion of the Structure and Function of Subcommittees - What should the groups be? How many should there be? What should their titles be? What would their goals be relative to the Committee charge? Some ideas culled from Section 4 of the E.O. and discussions at the first meeting are: (1) Threats and gaps; (2) Existing MPAs Assessment and Problems; (3) National Needs; (4) User Conflicts and Stakeholder Involvement; (5) Costs and Alternatives

8:30 am: Call to Order By the Designated Federal Official - Chair Oversees the Process to Establish Subcommittees and/or Working Groups and Outlines the Charge for the Day to the Proposed Groups

9:45 am: Subcommittees Meet - Elect Chair, Appoint a Rapporteur and Broadly Discuss Their Views of the Tasks Ahead

[Note: The public is welcomed to observe these breakout sessions, although space may be limited.]

10:30 am: BREAK

10:45 am: Plenary Reports from Subcommittees and Discussion

12:00 pm: LUNCH - Canada’s Marine Protected Areas – Mary Jean Comfort, National Coordinator, Government of Canada’s Marine Protected Areas
[Note: There will be a 15-minute break before the presentation begins. Committee members will be provided with lunch. Audience members can get lunch from inside the hotel.]

1:30 pm: Chair Provides Additional Guidance on the Charge to Subcommittees

1:45 pm: Subcommittees Meet - Focus on the Work Plan and Specific Tasks to be Accomplished Before the Next Meeting, Individual Assignments, and What Reports or Products Should Look Like
